Hi, I'm having problems with a seller who is refusing a refund for a dress i bought. She did state no returns, however the size she listed is incorrect by several dress sizes. I have contacted Paypay but not sure how I complain to ebay as it did state I would be covered by the ebay buyers guarantee . FRUSTRATED TO SAY THE LEAST.
Using a PC/Laptop, open a formal 'Not as described' (incorrectly sized) eBay case within 30 days from delivery date which the seller cannot ignore ... follow case instructions very carefully, escalate to eBay when allowed (usually on 4th. day) and seller (or eBay) will supply a prepaid return label ... continue to completion for a full refund

Only if you cannot open an eBay case should you involve/resort to opening a PayPal case.
Edited to add > If an ordinary Return request was opened in eBay, it is considered as a 'change of mind' which a seller can refuse ... if so, open a suitable case with PayPal and escalate within 2 to 20 days >
