Ignore the seller. Open a case for "not as described" [and ignore the seller]. The seller must send a label and if he does not then after 9 days escalate the case to eBay. At that time the seller will find the error of his ways as eBay will refund and take the money from the seller.
The seller is possibly thinking of legal rights for sale of goods where - indeed - there may be no requirement to refund opened make up. EBay is better!![]()
