Expired best offer

Did not respond to a best offer before it expired but would have accepted. Is there any way to make contact and offer the buyer the same price?

Go to your Messages tab >>  Inbox.  Find the bidder there,  and you can message them from there ,  to say the item is still listed for sale,  if they would still like to buy for the price they offered,  to offer again, through that Best Offer option, and you will accept.
