Every time I try to log in the captcha comes up, I fill it in and it just keeps repeating

As per the title, it doesn't matter how many captchas I complete another one pops up. I can't get past this. I have tried in Firefox, Edge and Chrome but it still won't let me log on. If I log on using my Google account I can log on no problem, but have to do it every time. Any ideas would be most welcome.

Are you using VPN, ebay don't like them because they can't verify your location.

Try clearing cache & cookies.

Thank you for your suggestion, sorry should have said I don't use a VPN and I cleared the cache and cookies before posting.
