Error Code: 70360

been with ebay for 15 years no problems but now all i get is Error Code: 70360

i have had paypal for 15 years as well i have £3400 credit on my paypal account have done over 1000 buy items but only sold a few things never had an isseu buying till tonight my paypal account is fine no errors all good no messages no mail no blocks no limits went to buy an item for £23 today and gets the error code 

tonight i opened another paypal account and tried to use that account after going into ebay settings and changing it to my new paypal account but no luck i just drew £1000 out of my paypal account not a problem i just cant pay for anything i cleared my cache and cleared my ssl 

also i have never used an app i always use full site even on mobile i use desktop site

just sorted it i see loads have same error even after going in and clearing ur registered paypal account in paypal you need to go into personal information as well in there at bottom is associated paypal from last check out delete it then buy then log into paypal that way
