Error 70005 can't be processed

I can't pay for my items at the moment as it won't even let me get into any payment page. I'm getting Error: 70005 "your request can't be prcessed at the moment, try again in 15 min"

Well 15 min have come and gone and I stillcan't get in. My husband on a different computer is OK. Anybody able to help?
