Inform your buyer refunds go back to original payment source and are not always instant. If they paid with a debit card it takes up to 12 days to appear in their bank account, and up to 30 days to appear back in that card account.
Money is frozen when a case is opened, how did you refund ? Through Paypal directly, or through a case the buyer opened?
You refunded incorrectly if you refunded direct from your PayPal account, this does not show eBay that the buyer was in agreement to the cancellation / refund, and also being a totally separate Company, eBay will not know the refund has been made.
As a seller you either need to send a cancellation request citing buyer requests to cancel, or the buyer sends that request to you and you accept it. Or a buyer can open the relevant case in the Resolution Centre, link at foot of most pages, refunding through that case and within 8 days, all of the above would see your seller fee refunded.
You need to contact an eBay Customer Support agent explain the refund was done through Paypal, they should refund you your seller fee.
