Ebay scam

Hi I bought an item on ebay from a seller today   . He stated if you wanted to ask any question to ring his number . I had already paid threw ebay . I did then ring him . He then said he would do me a cheaper price  threw paypal family as long as I agreed to cancel the item . I then new something was up as I no your not protected if u pay threw family or friend paypal  and didn't trust him  . I said no I will keep my order threw  ebay and usual paypal . He then started abusing me in phone tex and ringing me saying he would just send a empty letter to my address and that he wont refund the money ever .  I stated you havent even sent the item yet .just give me my money back . He said i well take forever to refund you or i well just send a blank letter . I need help he must have scammed many people outside of ebay and threw paypal family .. I have already left him feedback stating what he was up to help other not be scammed .
