Ebay says 'Your payment didn't go through' but i still got charged

Yesterday i wanted to bay a crankset for my bike. I went to checkout and put my credit card numer and the other stuff that is required.I got redirected to paypal and i was asked to confirm my transaction.I approved the transaction in the bank app on my phone. So afterwards i got the message 'Your payment didn't go through. Please check your payment details or select a different payment opt' but i STILL got charged by ebay . And now ebay sent me an email saying Checkout incomplete.Please someone help me i cant afford to lose this money.
