Ebay gauranteed an item a family member bought from Canada in February which never arrived.Ebay have been ubtterly useless-just keep saying 'contact the seller' and now say that the item was not gauranteed! I have emailed Ebay many times as it is not possible to actually speak to a human on the phone. They mostly don't respond,and if they do they say what to do which is not even about the right problem! The only thing they say is to contact Citizens Advice who are really hard to get hold of!
By "eBay guaranteed an item" I take it you're referring to eBay's money back guarantee?
If so, any claim for non-delivery would have to be made within 30 days of the latest estimated delivery date. You haven't told us when that was, but if the item was bought in February I imagine it's now far too late.

It is not ebay's fault when sellers / buyers do not read the terms of the Money Back Guarantee, and do nothing for months only to find they are out of time.
