As you are in Turkey you don't use ebay.com you need to use eBay's site for Turkey - https://www.gittigidiyor.com/

You are Based in Turkey with a UK Registered Account. You need to Log out and back into www.ebay.com for Payoner. Ask on their Community Boards.

As advised ...Payoneer will not be accepted using a UK registered account ... Open another account or transfer this account to the Global/International > www.ebay.com < site.
