Does eBay return to the customer any surplus left over from funds it collects in advance for customs

Extremely urgent question: eBay charges money in advance for import taxes that will be required.
My question: If import taxes are finally lower (so it will be in my case - that I have a tax exemption) - does eBay refund the surplus left over from the money it collected for import taxes (as Amazon does), or does it stay with eBay anyway?

You are in US best to ask on their boards as customs/import fees are different to UK
