Didnt receive an item

I bought an item last year in September from a proffesional laundry machine.I tried to collect last year but i couldnt because of lock down as he suggested that.

At  the moment he doesnt pick up my phone,and i can not find anywhere to claim for this purchase.it seems all the purchase of more than 90 days can not be claimed.
