Delivery times to China

Hi

I posted a packet of stamps to the PRC on 12th October (3 weeks ago). It has not arrived, buyer has opened a dispute already. I have sold to him before, no reason to believe he's not genuine, but is 3 weeks too soon, or do I just refund him and close the case ?

Buyers cannot open a case until after anticipated delivery, so if he has opened it, it is past delivery time.

If he is a regular buyer, it would be worth pointing out to him that he should have messaged you first, the damage is now done, you have been given a Defect. Refunding will close the case, but will not remove the defect, even if the stamps eventually arrive.
