I have been advised that my order has been despatched by Post Office but has not been delivered.
Then, if a reasonable time passes your item's last estimated date for deliveyr, open a case for item not received in the Resolution Centre, and escalate on day 4, if not refunded beforehand.

It is important to use those tools in that order, eBay first then PayPal, and to follow the procedures carefully.
The eBay guarantee lasts up to 30 days beyond the delivery date. eBay does not get involved in warranty issues beyond that date.
The PayPal MBG lasts for 180 days (about 6 months) but again is not a warranty.
