I'm based in the UK. The item was a AIO watercooler. The item was very well packed, standard when posting computer parts.
Once the buyer received the item, there was damage to one of the fans. The bag of screws was damaged and some screws missing. Clearly the item has been opened, and irresponsibly put back together.
I used UPS, through eBay.
How can I claim for the damage, as the buyer expects the damaged fan to be replaced? Against who should I make the claim? Or the buyer has to start the claim?

You need to be extremely careful how you handle this as you could be seriously out of pocket if you try to handle this yourself. Global is responsible for the refund, not you.
Your buyer needs to open a case for not as described 'damaged in transit' and you respond and you cite that according to Global T&C you, the seller, are not responsible for any loss or damage in transit once it has arrived at the Global hub.
