Damaged item. Seller unresponsive

What will happen if the seller of an item damaged in transit fails to respond to a return request? Will I have to pay to return it or will I be refunded by ebay?

You will be able to escalate the return case to ebay 3 working days after you started it.     If the seller is in the UK ebay will provide a paid-for postage label for you to use and enforce the refund.   Go to the return case via the link on the ebay message, click on Case Details > Respond to Case > Escalate This Case > Submit.
