Firts, how the heck am i supposed to respond to community members when they answer my question?  the only way I can find is to edit the original, which is crazy stupid.

I opened a case, ebay stated that the seller would refund return postage.  Seller told me to use 2nd class signed for, which I did.  But after refunding me WITHOUT return postage, ebay just closed the case.

The MAIN question here is:  How am i supposed to email ebay??!!
