Contacting a unsuccessful bidder after sale

I recently sold a PS4 on eBay and the buyer cancelled due to ( listed ) problem. Is it possible to contact the losing bidder to offer sale???

You have to deal with the original transaction first.   If you've agreed to cancel go to More Actions for  the item on your sold list > Cancel order > Buyer asked to cancel. The buyer needs to agree to that for it to work.   After that go to More Actions again and use the Second Chance Offer link to offer to the underbidder at their highest bid price.

Hello, I have contacted the buyer and he has cancelled all from his end, but I cannot see the second chance offer in the drop down ( more actions ) bar. Is it because I have relisted the item?? Do I need to remove the item from sale before the option appears. Thanks for your help
