Contacting a real person on the phone at eBay

Can anyone help me, I want to talk to someone at EBay on the phone (not automated assistant), normally they offer a call back service but this does not seem to be available at the moment and I want to discuss a problem I have with a purchase I recently made that is damaged, I have already requested a return that has been declined and the seller will not respond to me...

When you receive an item that is damaged you don't send a return request, you open a case under eBay's money back guarantee, see: https://pages.ebay.co.uk/ebay-money-back-guarantee/

 

If you simply requested a return, you should still be able to use this. If you actually opened a formal return request through the resolution centre, you will probably find that eBay doesn't allow a second case to be opened.
