A seller on eBay is trying to con buyers into buying what they say is a rare brillent proof £2 coin with a picture showing an uncirculated coin, then when it arrives it's a rough looking circulated £2 coin. luckily I was able to get them to return payment. Now they are harrasing me to send back the £2 coin which will cost me more to send, I was willing to pay them back by PayPal but they won't give PayPal details. Now they just keep pestering me even though I told them it's illegal what they are doing, what can I do.

You appear to have chosen to resolve this with the seller yourself, instead of using eBay's money back guarantee. EBay would have dealt with everything, including your refund and requiring the seller to send you a prepaid return label.

 

As you arranged this return directly with the seller it's between the two of you to sort it out. As you've already been refunded you should agree to return the item, when the seller sends you the cost of return postage.

This is the sort of thing ebay's money back guarantee was created for.

 

If you had opened an ebay not as described case then the seller would have had to provide you with a postage label to return the item and then refund you.
