EBay does not have a complaints procedure for complaints about itself. And this is the company that tells sellers they should welcome complaints, to learn where they're failing their buyers!
You can only phone customer support, which may put down the phone if all you want to do is complain, or write to ther Head Office address in the user agreement. Let us know if you get a reply!
Otherwise, you've come to eBay's board of community experts so if you explain what the problem is someone here will probably be able to advise you what can be done about it.
