I ordered a dress and when received the size was completely wrong
Contacted seller who refused a return and refund
On resolution centre it’s saying closed and not giving me the option to escalate further

With so little details it is difficult to guess what you did wrong.
Was the dress size given incorrectly in the ad? Was it a Private Seller,if so did it say NO RETURNS?
I assume you opened a returns Case and asseller does not accept returns the case closed.
If dress was wrongly described you should have opened a NOT AS DESCRIBED CASE. Now all you can do is open a Case with Paypal but you will have topay the return postage.
Ebay put he Money Back Guarantee on every listing, if you had read and followed instructions, seller would have had to provide a Reply Paid Label and on return you would have got a Full refund.
