How do I send a complaint email in regards to a scam to ebay?

Sorry but there is no buyer/seller protection on vehicles with ebay.

Any deposit you gave the seller was at your own risk, and your only hope of getting it back is by legal ways. 

Try the Citizens Advice.

what has actually happened?

I bought a car off eBay and the seller wanted a holding deposit
I transferred some money and when I went to pick up the car it been damaged and seems like he has tried to repair it but not done a great job to disguise it
On the description it doesn’t mention anything about accident and even says HPI clear
When I went to pick up the car he came out but as I pointed at the damage he says yes it’s been in an accident and then he took his other car and drove off
Waited for nearly an hour he never returned
I’m not too sure how I get my money back now without going court

Sorry, you have been scammed! There e is NO ebay protection for cars & deposits are not valid either.
