How do you actually contact ebay with a complaint, non of the link or phone numbers I can find actually let you report anything?

EBay has multiple procedures - you need to explain the problem if we are to help you.

Ebay stepped in to check on a return, we received an incorrect return address, so I am unable to get ebay to step in as they have closed it and the appeal just sends me back to my summary page with no option to appeal, the only phone number I can find is telling me to use the web site. Cannot find any other way to contact them.
