Buying has purchased a collection item and now states they can't collect. Do they still have to pay.

Not if they are not going to have the item.   Either complete an Unpaid Item case:

Or issue a cancellation via More Actions, far right of item on your sold page, using the reason "Something wrong with buyer's address", which is the nearest one to this situation as it's possible they are too far away to collect.
