Collection in person only

I have sold a central heating  oil  tank as collection  in person only.  The  buyer  has paid, and the  funds  are  in my  bank account.  This was nearly  a week  ago,  and after I sent two messages  asking for  a call  to  arrange collection,  I have  had  no  response. I managed to obtain the buyers phone  number from  eBay,  but  my  call went to voice  mail, and I left a message to call my number, which I gave. I still have  had no contact.  I have  sold a few items  on eBay  as collection in person only,  and I  have  never experienced anything  like  this  before. eBay tell me that  the  payment stays  in my bank account. I am  considering  a second chance  offer, but  if I  have to  wait thirty days, it will  be  probably too late. I would  like to  know  where I  stand. If I  cancel  the transaction, do I have to refund the  buyer. What happens  to the  eBay  fees that I have  paid.
