Closing account with money onhold

If I close my account will ebay then release my money on hold without bank ac details?
Had money for over a month still collecting charges via paypal but cant release money to   paypal as they have parted company  & want bank details.
Cant risk giving them my main bank details as site is insecure and they wont take ac with roll no.
They are a joke.

You can't close your Account until all your Fees have been Paid. You also have recent Sales. Ebay will want you to deal with any Returns and Refunds.

Can take months. Enter "Closing my Account" into Help and Contact at the top or very foot of the Page to start the Procedure.
