Closing a Case with Resolution

Hi
I opened a non payment case and have waited the four days to be able to close it and get my fee back. I’ve tried repeatedly to contact the payer but their not responding.
In the resolution centre it says ‘take action’. If I click on that it says ‘have you been paid?’.
Obv I haven’t but it won’t let me click on no, only yes!
Any ideas anyone? The case timed out at 20.11 tonight.
