Chasing Payment after eBay refund

I am an quite new international seller on eBay and because of covid delays, the biggest being the cancellation of Air Mail causing goods to go Surface Mail.  Some buyers raised cases on non delivery, ebay was very quick on refunding these cases.  Now goods are delivered,  I am looking for payment.  Is there a proceedure somewhere in in the many eBay agreements, or is it up to me to negotiate with the buyers.

It's common for an item to be delivered after a refund for non-delivery has been enforced.

Unfortunately, it's also common for the buyer to keep both! EBay does nothing to require them to return either the item or the refund.

I'm afraid you will just have to hope that your buyers are honest.
