You can ask the seller to cancel but they dont have to unless a business seller in the UK

If you dont pay ebay will send reminders and after 4 full days the seller or ebay will cancel and you get a non payment strike on your account

Winning and then cancelling costs the seller money and wrecks their listing.

You send the Seller a Cancellation Request from the More Actions Drop Down Menu. They can Accept or Decline.
