I'm wondering if someone asks to pick the item up on person and pay by cash, not paying 10% eBay fee is against the eBay rule?

The buyer paying in cash on collection is not against ebay's rules.

What is against ebay's rules is if you end a listing and do an off ebay deal with a buyer.

Ebay debit the final selling fee to your ebay account as soon as the listing ends with a winning buyer not when the buyer pays.
