The seller sold me a car which wasn't as advertised. He agreed to pay for all repairs. Now wont return calls or answer messages unless it is to abuse me. He refuses to pay the garage for repairs. Any advice apart from contact trading standards and citizens advice?

As I take it you know, there is no buyer protection whatsoever for motor vehicles bought on eBay.
Trading standards won't be able to help as you bought this from a private seller.
Your only option would be to sue in the small claims court. Do please take legal advice before even considering this, as this could leave you even further out of pocket. In a private sale, the onus is very much on you, the buyer, to satisfy yourself of the condition before buying the vehicle. This car is approaching 20 years old and faults have to be expected in a car of that age and mileage. The seller didn't make many claims about it's condition, except some service history and that it drives well. Which means almost nothing. Personally, I don't think you have much chance of claiming any money back.
There is no warranty or any money back guarantees on ebay or paypal for motors
You check the motor over before buying and taking away
The advice is to contact Citizens Advice and they may pass it to Trading Standards if it is a business
You probably have no rights at all if it is a private seller
