If eBay has restricted your account, they would have sent you an eBay message outlining the terms of your suspension. What does it say?

Alternatively, as you seem to have had a break from selling you might just need to go through the setup of your account again in order to list items.

eBay tends to lock dormant accounts to stop them from being hijacked while dormant.

According to your feedback page, you haven't sold anything for more than a year.

This suggests that the retriction was "indefinite", which on eBay means permanent.

You can try contacting customer support, but will probably be wasting your time. Indefinite restrictions are rarely, if ever removed. They probably won't even discuss it.
