Can the seller leave negative feedback for a buyer

I have fully refunded the lying buyer and sent a postage label for the item to be returned to me.

When I try to submit feedback, ebay doesn't give me the option to leave negative feedback??? Yet the buyer, who was fully refunded has left negative for me! 

So, am I right that as the seller, I don't get the opportunity to warn other sellers about that ebayer?

That's Correct Buyers can only receive Positive Feedback. Ebay need happy Buyers who are going to carry on Buying.
