Can't setup Automatic payment method, so can't sell

PayPal locked my account for me last week - they say it was for my protection, I don't think I had anything to worry about

So after being forced to pick a new password, choosing or entering a load of security questions (?), having to change my password again for some reason and confirming a phone number, the restriction was lifted.

eBay sent me a message saying my Automatic payment method had been cancelled, so I set it up again. Then 4 days later got an email saying my Automatic payment method had been cancelled, so I set it up again.

Tried to list an item yesterday and it said I couldn't cos I had no Automatic payment method setup, so I set it up again. No joy.

I've tried 8 or 9 times on every conceivable device and browser and it won't work.

My email is full of "PayPal billing agreement(s) to automatically pay your eBay seller fees and any reimbursements made under the eBay Money Back Guarantee Policy..."

eBay support in Mumbai won't be able to fix this for me. Help ....?
