Can't find preferences for Selling to UK only

To avoid paying unpredictable overseas postage I want only sell / deliver to people in the UK but cannot find the area to set this up. When I go to Account > Site Preferences to find  'Posting and packaging preferences' Posting and packaging preferences is not there. 

The video I watched is a couple of years old, so maybe the section to do this have moved. Does anyone know how I can set it so I sell / deliver to the UK only?

When you put the postage in you put it in only for the UK

To make sure no one from overseas can bid/buy then go to the Buyer requirements and then Block countries I dont sell too
