You go to the "resolution centre" and open a "not as described" case and escalate if needed after 3 full days. The seller will send a label to send the item back - if you wish - and will refund.
The fact that the old log book still exists probably simply means that the owner has got the new V5.
The police "might"be interested and apart from the advice as above I doubt eBay will be or would understand. They are not based in UK
