Yes you can end a buy it now.

You would pay any fees it you did an upgrade to the listing that is non refundable

You have to be careful though if you have had any contact with a potential buyer

and exchanged any contact details with them 

If ebay thought you were trying to do an off ebay sale then they could charge the fees
