Buying e-cigarettes

Hi, I previously tried buying an e cig using my debit card but ebay would not accept the card and the transaction wouldn't go through. This was before I even got the option to verify my age, so I was wondering if this is because I need to use a credit card or verify my age before purchasing somehow?

Any explanation would be appreciated

You have to use credit card to prove you're 18,

you can no longer use paypal or debit card.
