No you have not done the right thing

I am afraid you are going round things the wrong way

Collection items should be cash on collection and inspection

When the buyer buys you send your address and contact details and they come and pay and take away

Why did you give the the police station address. That is silly

You should apologise and ask them if they still want the item

If they dont then cancel by going to the resolution centre Buyer and I cancel

If you dont want people coming to your house for collection items then you should not advertise them that way

I sell at time collection items and have had no problems.

Once they have been and paid you mark the item in your Sold section Paid and Dispatched or the buyer may have a QR code for you to scan or put the code in

Right thing!! You haven't done anything right. Paypal is unsafe for collection items, buyer can collect go home and open a Not Received case and you have to refund. Is that your idea of a good safe deal. There is no fee to pay to paypal for a cash payment. You can't sell a collection item without exchanging contact details, if you are not comfortable with a stranger coming to your home, you could suggest meeting at say a local Supermarket Car Park, but giving the Police Station, no wonder the buyer is not wanting to complete the purchase, and will probably leave suitable feedback.
