If a buyer sells an item for collection with ( cash on delivery ) and the buyer doesn't turn up after agreeing time, can you leave NEGATIVE feedback ??
Looking at the options you can't and how are we to know that this person who's currently showing 100% positive feedback hasn't done this on several other occasions ?? When in in fact he's not got genuine 100% feedback and we have then wasted our time in waiting for this person to turn up.
This appears to be very poor on EBay
the seller waits 4 days and ebay will send reminders.
After 4 full days either ebay or the seller can cancel the transaction and the seller
gets thier fees back
More importantly the non payer gets a non payment strike on their account.
That is much better than any feedback
Sellers can not leave negative feedback for buyers at all it is against ebay policy

Out them on your Blocked bidders list and set them to block bidders with non payment strikes
Cash on delivery is far better for collection. It prevents any comeback and the buyer cannot [dishonestly] say that he never got the item. If he paid by Paypal and did not collect you do not seriously think you could keep the money?
There is no need for you to know whether a buyer makes a habit of it. If he has had two non-payers in a year and you have set your prefences he simply will not be able to buy from you.
