Buyer didn't return item and wants refund

He has to open a case in the resolution centre and he then has to return it!  If he will not then it's simple that he gets no refund.  EBay will not help unless he does.

He cannot have a refund unless the item is returned. Is there a reason he doesn't want to return it?
