The process for getting a full refund is usually straightforward if you follow the eBay instructions carefully.

Did your brother open a case on eBay?

Did he send the item back with tracked postage and did he put the tracking into the case details to prove he sent the item back?

If he did not receive his item or a refund not started after a further 3 to 20 days, did he escalate the case to eBay? That almost always guarantees a full refund.

If your brother did not escalate the case to eBay it will close in favour of the seller. Is that what happened?

eBay almost always support the buyer as they never saw what the seller sent, or what was sent back.
