Broken link issue on already opened case.

I've recently opened a case for an item that hasn't arrived. The seller is ignoring my pleas so I thought to contact them through eBays resolution centre but the link I an supposed to use to send eBay case messages is broken & is saying:
Oops, we seem to be having technical problems. But the link has been like this for days now & I have no way of contacting the seller ~ this issue won't repair itself & last time this occurred I lost the case & all my money because I couldn't respond because the same eBay link was broken!
Please can somebody help solve this error?

You cannot escalate the case until 8 full days have passed which MAY be why you are getting this message.  You must escalate the case when you can.

 

Do not bother trying to contact the seller. He will either respond to the case or not.

 

If after the 8th day you still have not had the item then when you escalate eBay refunds; when I did that last it was within 5 minutes
