Money back he is a conman. His ad says 12 tapes 21.99 he sent me one tape.

If you are sure this price was for 12 and not one,  then open a case for item not as described in the Resolution Centre, and escalate on day 4, if you are not refunded beforehand, and eBay will step in and force the refund.

Have contacted ebay. F4stroke says he will refund but eBay will not let
him. Cannot get in touch with him he's not answering at all PayPal are
supposed to be sorting it god knows when. Looks to me like I will have to
contact trading standereds next. That sell is advertising illegal a box of
12 tapes and only sending one tape.

he is lying. Have you opened an eBay case? Then just escalate on day 4. you cannot open an eBay case and a Paypal case at the same time. Which one are you using?
