The seller may or may not be doing all those things, but what you need to do now is to open a case for item not as described in the resolution centre, link at foot of most pages.
Do not open one for item not received.
The seller then has 3 days to refund you. If they do not , on day 4 , escalate the case, and eBay will step in and fully refund you.
Do not close the case early on any excuse or promise from the seller, and do not forget to escalate.
