Can someone say if eBay will follow up with the 2nd-highest-bid account holder (xxx_neely) when two accounts/users are used to overbid an item with both having no intention of making payment.
A winning bid was made on a retro computer gaming item of mine using a newly created account which was then deleted. However, the next highest bid (also bogus, overvaluing item, for high bid to bid against) was made by a well used account and this account wasn't mentioned in the email I had from eBay which was roughly as follows, where xyz_0 was the newly created scam account used for final top bid:
We had to cancel bids for the buyer, xyz_0, because they aren't registered on eBay:

We recommend you take the following actions if this buyer won the item:
- If you haven't received payment, don't complete the sale or send the item to the buyer.
- Don't communicate with the buyer directly.
- Verify any payments you've been notified of by logging into your PayPal account (or other online payment service).
- If the buyer requests a refund or additional payments, don't send any money without contacting eBay first.
- If you've already sent the item, try contacting the shipping carrier to find out if you can stop shipment.
In these types of situations, we may, at our sole discretion, decide whether to credit the fees for removed listings.

eBay will not be interested in the underbidder who did not win the auction.
If the underbidder's account looks dodgy, add their id to your blocked bidder list immediately. Also make sure that your buyer preferences are set to block people who have 2+ unpaid item strikes in 12 months and tighten up all the other preferences as far as you can.
Ebay tell you that fees have been refunded EXCEPT the Final Value Fee. That is probably the only fee involved and the most important.
If the item shows only the 2nd Bidder as the winner, after the original bid was cancelled by ebay, you will have to do an Unpaid case to recover the fee.
