Blocking a buyer

I keep getting messages off a buyer offering me money for items I'm selling when I have not put offers on the bidding items . Now he's asking me to sell items outside of eBay which I do not wish to do . I've tried blocking him but it will not allow me to do so

If it isn't allowing you to block him you must have been in a recent transaction.
