It's a bit rough to not warn initially but it is how it is i'm afraid and the rules are quite clear.
You're not alone in being upset, the boards are full of it lately.
you don't need to give the seller your paypal email address, they already have it,
ebay are clamping down on members who exchange contact details,
so any exchange triggers the warning, if you continue to try and send the offending message you get banned from sending any messages for seven days,
why were you sending the seller your email address?
Ebay policy is quite clear and we were all warned a few weeks ago about exchanging or sending contact details befor buying/selling an item
Ebay are taking strong steps to stop off ebay sales
If you have tried to exchange any contact details with another member before buying the item then ebay will restrict or suspend you.
They sent an email to all members on 22nd Sept Changes to the user agreement
It will be in your ebay Messages tab on your My ebay for you to read

If it is any consolation you are not alone in being restricted but it does pay to read the emails ebay send
You are not being treated like a criminal.
All members who try to exchange contact details via messages are being treated the same, ebay are clampiing down in it.
There was no reason for you to send a seller your Paypal email address, ebay picked it up as it looked like you and the seller were trying to do an off ebay deal.
The 7 day suspension only applies to messaging, you can still buy and sell.
